The Scottish Churches are united in the view that
homelessness is an unnecessary feature of Scottish life. The Agency carries this
view to government and others, and promotes a vision of a Scotland free of
homelessness.
In December 2000, the Scottish Executive introduced a Housing Bill into the
Scottish Parliament – Has now become law. http://www.scottish.parliament.uk/parl_bus/bill-final.htm#23
The Scottish Churches Housing Agency believes that more
thorough changes are needed if homelessness is to be a thing of the past:

During The passage of
the New Housing Act through the Scottish Parliament the Agency has
Campaigned to:
-
Abolish the priority
homelessness rule which means that ‘non-priority’ homeless people get little
or no help
-
Abolish the
‘intentionality’ rule which means that some homeless people suffer from
mistakes they made in the distant past
-
Give Councils the job of
assessing people’s need for support as well as for accommodation when they are
homeless.
